Speculative requirements are those where one of the following is true:
• the client does not want to commit to agreeing the agencies terms and conditions or commission
• the client may be fishing for the right candidate, but will not recruit someone unless they are high quality (or cheap!)
• the client is giving notice of a potential requirement in the near future
